It's an O-ring.

The acidity and the chlorine of chlorinating tablets causes the rubber to degrade over time, so the O-ring needs to be replaced every few years. If your chlorinator is giving off a strong smell, or if it is over-chlorinating your pool, you might need a new o-ring.
